Title: Agency Wide HS/EHS Director

Reports to: Executive Vice President, COO

FLSA: Exempt

Job Responsibilities:

  • Learns and adheres to the philosophy and mandates of Head Start and Early Head Start as outlined in the Performance Standards, licensing requirements, and the Policies and Procedures of Greater Bergen Community Action

  • Provides direction to all components of the Head Start and Early Head Start Program in three counties (Bergen, Hudson, Passaic)

  • Ensures that all Head Start/Early Head Start Performance Mandates are met and that families receive quality child development services

  • Supervises all administrative components and conducts probationary and annual performance appraisals of Area Directors in Bergen, Passaic and Hudson

  • Conducts administration meetings on a monthly basis, or more frequently

  • Ensures that all components are in compliance with federal guidelines in accordance with the Performance Standards, licensing requirements, and the policies and procedures of Greater Bergen Community Action

  • Works with the GBCA fiscal staff preparing the budget and writing the yearly funding proposal

  • Verifies and reviews all bills for supplies ordered with Area Director

  • In collaboration with Area Director works closely with Policy Council groups and chairpersons

  • Ensures Policy Council is advised of monthly fiscal reporting and refunding application

  • Collaborate with the Planning & Development Department to complete all appropriate grant applications

  • Plans with administrative staff from all components pre-service and in-service workshops that provide training for staff and parents

  • Responsible for an overall administrative plan which serves as a check point system for each component’s goals, objectives and functions

  • Represents Head Start within GBCA, local, state and federal agencies and Professional organizations

  • Works in conjunction with the Area Director to serve as a community liaison


  • Bachelor’s degree or equivalent in Early Childhood Education, Child Development, Social Welfare, Public Administration, Human Resources, Day Care Administration or one of the social sciences, and a minimum of three years of pre-school management experience

  • M.A preferred

Knowledge of:

  • Writing, filing and maintaining concise and accurate reports, correspondence and other written materials

  • Modern theories, methods and practices of assigned areas of responsibility and expertise, including early childhood education, social services, emotional and/or physical health, and learning and/or physical disabilities

  • Federal, state and local laws and regulations applicable to the Head Start program and the assigned areas of responsibility and expertise

  • Head Start Performance Standards, licensing requirements and GBCA policies and procedures

  • Modern theories, principles and practices of supervision, including training and staff development

  • Knowledge of problem solving and conflict resolution procedures

  • Record keeping and filing practices and procedures

Ability to:

  • Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility

  • Interpret, apply, explain and reach sound decisions in accordance with regulations, policies and procedures

  • Organize and maintain specialized documentation and maintain workable file system

  • Comprehend and apply laws, regulations, policies and procedures relative to the provision of social services

  • Instruct and train individuals in a group setting and/or one-on-one

  • Communicate effectively orally and in writing

  • Exercise tact, objectivity, sensitivity, strategy and judgment in dealing with volunteers, parents and staff

  • Assign, schedule, review and evaluate the work of assigned staff

  • Ability to work with diverse populations

  • Ability to implement and utilize appropriate conflict resolution and problem solving procedures
