JOB OPPORTUNITY: Disability Specialist

Title: Disability Specialist

Reports to: Associate Director of Special Services

FLSA: Exempt


Position Summary:

• Works closely with all content area to ensure integration of all services provided for children with disabilities enrolled in Head Start/Early Head Start

• Conducts classroom observations and arranges for assessments of children suspected of, or diagnosed as having disabilities

• Serves as Head Start/Early Head Start's liaison person to all community agencies servicing families of children with any special needs.

• Serves as a vital resource person for all staff and plans training for parents and staff to provide more information and discussion on special needs of children 0-5 years old. Topics might include: building relationships with children, understanding behavior, learning the evaluation process Child Study Team, transitioning to kindergarten and implementation of screening tools.

• Works closely with the classroom staff in the development, reviewing, and updating of individual education plans

• Ensures IEP and IFSP goals are included in child’s curriculum planning.

• Conducts informal meetings with individual teachers or teams to discuss progress of

children with disabilities. Reviews reports and anecdotal records, shares and discusses classroom observations and referrals on children.

• Serves as a vital link in terms of ensuring that all disability content plans and procedures meet the requirements of Head Start/Early Head Start's services to children with

disabilities and their families

• Works with the Social Service staff in the recruitment of children with disabilities and their families

• Attends training sessions and other meetings as required including School District

Individual Education Plan {I EP), transition meetings and Individualized Family Service Plan (I FSP) if requested

• Takes part in Head Start/Early Head Start Administrative meetings when necessary

• Takes part in tea m meetings that include other program specialists

• Works closely with parents of classified children and children in the process of

evaluations and provides support and guidance as they move through the evaluation process

• Responsible for the supervision the Disabilities Team which may include special education teachers and speech consultants

· Responsible for the overall safety of each child in the GBCA HS/EHS program

· According to the New Jersey mandated reporting guidelines, any person having reasonable cause to believe that a child has been subjected to abuse or acts of abuse should immediately report this information to the State Central Registry (SCR). If the child is in immediate danger, call 911 as well as 1-877 NJ ABUSE (1-877-652-2873)



Qualifications:

Tier I:

· Master’s degree in education or related field

· NJ Certification as Teacher of Students with disabilities or teacher of the Handicapped

· Knowledge of early child development and inclusion.

· Knowledge of community resources for preschool children with special needs.

· Bilingual a plus


Tier II:

· Bachelor’s degree in Early Childhood education or related field

· NJ Certification as Teacher of Students with disabilities or teacher of the Handicapped

· Knowledge of early child development and inclusion.

· Knowledge of community resources for preschool children with special needs.

· Bilingual a plus



Knowledge of:

· Modern theories, methods and practices of Early Childhood Education and Child Development

· Modern Theories, methods and practices of assigned areas of responsibility and expertise, including early childhood education, social services, emotional and/or physical health, and learning and/or physical disabilities

· Federal, state and local laws and regulations applicable to the Head Start Program and the assigned areas of responsibility and expertise

· Head Start Program Performance Standards

· Modern theories, principal and practices of supervision, including training and staff development.

· Record keeping and filing practices and procedures



Ability to:

· Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility

· Interpret, apply, explain and reach sound decisions in accordance with regulations, policies and procedures

· Instruct and train individuals in a group setting and one-on-one

· Communicate effectively orally and in writing

· Prepare clear, concise and accurate reports, correspondence and other written materials

· Exercise tact, objectivity, sensitivity, strategy and judgment in dealing with volunteers, parents and staff

· Organize and maintain specialized documentation
